The short answer is yes. The longer answer is that it depends entirely on what you're actually playing it for.

Yes. Legend of Mushroom is pay to win. Anyone who tells you different hasn't reached the endgame content where it actually matters.
The longer answer is that "pay to win" covers a lot of ground, and where the spending bites makes a real difference.
Solo content โ the story progression, the exploration, the daily idle loop โ isn't meaningfully affected by spending. You'll move through it slower than someone dropping money, but you'll move through it. The P2W wall doesn't exist in single-player. That part of the game is genuinely what the art direction promises: a relaxed build-up with charm. Small mushroom heroes, hand-painted environments, progression that compounds quietly.
Guild wars is a different game. The competitive tier lists for alliance battles and cross-server events are almost entirely decided by gear and rune quality. Both are directly purchasable. If you're engaged with PvP or competitive guild content, you will hit a hard ceiling without spending, and the ceiling isn't high.
The honest read: Legend of Mushroom is a solo idle game with a P2W competitive layer bolted on top. If you play it for the solo progression, the monetization stays mostly in the background. If you try to compete, you're in a spending game.
Most players never need to compete. The ones who do already know it costs money. For everyone else, the answer to "is this pay to win" is technically yes, but practically irrelevant.
